It wouldn't protect against damp by itself. You may need something like a Vapour Control Layer (VCL), or perhaps a Damp Proof Membrane (DPM) in addition, depending on your application/buildup. I would recommend getting the advice of a certified/registered proffesional who look at this for you, and help advise
