Supaloft recycled- what are the ratings for flammability and insulation values? Does it satisfy Scottish building standards?

The product has the following characteristics;
Thermal Conductivity: 0.040 Wm-1K-1
• Flammability to BS 5803-4: Pass
• Smoulder resistance to BS 5803-4: Pass
• Fire Classification: EuroClass E
This would suggest it is not fire rated but has fire classification and is tested to an industry standard and passed. The thermal conductivity dictating the speed in which heat travels through it.
Question:
Hi - I'm looking to insulate underfloor within a solum and am interested in using this product. The floor of the solum has a DPM layer with a screed of about 25mm of concrete and is vented with air bricks. I'm wondering if (a) Thermafleece would be a suitable product for this application, and (b) if a vapour barrier would be recommended? Many thanks in anticipation.

Thermafleece can be used in flooring applications, if possible it still beneficial to apply a vapour control layer to create an airtight seal above the insulation and minimise risk of condensation build up.
